David T. Ellwood, Scott M. Black Professor of Political Economy, is Dean of the Kennedy School. He previously served as Assistant Secretary for Planning and Evaluation at the Department of Health and Human Services, and was Co-Chair of President Clinton's efforts on welfare reform. He is a labor economist who specializes in poverty and welfare, family change, low pay, and unemployment.
